REGULAR MEETING OF THE FIRE BOARD

MINUTES OF REGULAR MEETING OCTOBER 15, 2007

I. CALL TO ORDER
Meeting called to order by Board Chairman Dave West at 7:10PM

II. ROLL CALL
Board members present: Dave West, Bill Wagner, Jack Garner and Barbara Koon
Board members absent: Bob McLandress

III. CALL TO PUBLIC
No response.

IV. MINUTES
A. Jack Garner made a motion to approve the minutes of Regular Session of September 20, 2007, second by Bill Wagner. Motion passed with a unanimous vote.

VI. OLD BUSINESS
None

VII. NEW BUSINESS
A. Discussion and possible action to approve expenditure report for September 2007.
Chief reported that all payments have been received from AZ State Land for fires in 2006/2007. Bill Wagner made a motion to approve the Expenditure Report for September 2007, second by Jack Garner. Motion passed with a unanimous vote.

B. Discussion and possible action to approve Employee Seasonal Celebration.
Chief suggested The Seasonal Celebration be held on December 7, 2007 at The Old Club House at the Airport this year. Dave West made a motion to approve the seasonal celebration and to spend not more than $4,000, second by jack Garner. Motion passed with a unanimous vote.

C. Discussion and possible action to approve the following two items:
Consent and Waiver for William R Whittington to represent Chino Valley Fire District and Central Yavapai Fire District in conjunction with the Maintenance Intergovernmental Agreement; Addendum to that Intergovernmental Agreement for Fire Apparatus Maintenance and Repairs dated July 1, 2002 between Chino Valley Fire District and Central Yavapai Fire District.
Motion made by Barbara Koon to approve both the Consent and Waiver for William R Whittington to represent Chino Valley Fire District and Central Yavapai Fire District in conjunction with the Maintenance Intergovernmental Agreement and the Addendum to that Intergovernmental Agreement for Fire Apparatus Maintenance and Repairs dated July 1, 2002 between Chino Valley Fire District and Central Yavapai Fire District, second by Dave West. Motion passed with a unanimous vote.

D. Discussion and possible action to approve Fire Protection Services Contracts and sign contracts:

Lloyd Sharp – 25595 Leonora Lane Paulden
Cynthia Follis – 24562 N Big Springs Ranch Rd Paulden
Cynthia Follis – 24602 N Larado Paulden
Jack Garner made a motion to approve all the contracts as listed above, second by Bill Wagner. Motion passed with a unanimous vote

E. Discussion and possible action to approve change to Employee Policy Manual – Educational Assistance and Travel and Per Diem Reimbursement
Bill Wagner made a motion to approve changes to the Employee Policy Manual – Educational Assistance and Travel and Per Diem Reimbursement, second by Barbara Koon. Copies of these policies are in the Employee Policy Manual. Motion passed with a unanimous vote

IX. CHIEF’S REPORT
Chief reported on the major calls for the month of September including a dirt bike accident that left the patient paralyzed, another motorcycle accident where the patient had to have their leg amputated, a seizure patient that was flown to the hospital, and a snake bite patient that died at the hospital.
The Civil Engineer was at St. 61 and began working. The Town of Chino Valley installed two culverts along Road 3 North at our driveways at the request of the residents across the street who suffers from flooding.
Engineer Davidson’s wife and Captain Cox’s wife gave birth to baby girls this past week. Captain Cox’s baby had some problems and is in the hospital in Phoenix.
Plans for Station 62 are available for review. Michael Taylor will go to Technical Review with us when the town reviews our plans.
Reserve Testing is on 10-26-07 and 10-27-07.
Chief attended an Economic Review Meeting with the Town of Chino Valley Mayor, Realtors from the area and other town officials. They discussed sprinklers and landscaping requirements for new building construction. They seem to be against the small mom and pop businesses and want strip malls instead. The developers will then have to install infrastructure with no cost to the Town.
If passed, the Arizona Tax Revolt that will go before the voters will have a huge impact on all fire districts in the state. This could mean a 40 – 50% reduction in available funds in the 2009 tax year. Chief will follow up with other districts and learn as much as he can about the issue.
